Simplification and innovation in the construction sector

The Directorate for Building Quality is a national competence center in the building area. An important task is to be a driving force for simplification and innovation in the construction sector.

In co-operation with The Ministry for Local Government and Modernisation (KMD), The Norwegian Mapping Authority (Kartverket) and The Norwegian Association of Local and Regional Authorities (KS), DiBk is working towards a vision of a sector-wide digital ecosystem for the sector.

DiBk contracted Mindshift to facilitate this change and drive a number of projects and processes running under the initiative. Initially, Mindshift assisted DiBk in developing, describing and visualising the vision and securing buy-in from vital stakeholders. Following this, Mindshift executed a series of projects and activities, including: ⁠

/ ⁠ ⁠Enabling transformation of city planning data to digital format for efficient collaboration and data re-use across the value chain
/ ⁠ ⁠Development of the supplier markets for increased competition and improved system support for the planning process
/ ⁠ ⁠Digitalization of regulations on technical requirements for construction works and distribution of the regulations for digital use
⁠/ ⁠ ⁠Development of strategy and proof-of-concept for a nation-wide knowledge base of building quality ⁠ ⁠/ ⁠
Opening national geo-referenced data, such as flood risk areas, occurences of protected biological species and depth to groundwater for wider use, e.g. in commercial services for building applications, through APIs
⁠/ ⁠ ⁠Enabling local authorities to convey the essence of planning documentation to its citizens

The success of these initiatives can be attributed to some common principles: having a clear vision, but starting small, focusing on use cases and user needs, extensive use of prototyping and proof-of-concepts, piloting for rapid learning and adjustments, fostering a culture of trust, being open and welcoming feedback, managing objections and communicating successes.

The programme has demonstrated how innovation in the public sector is possible, given the right approach.

Our tool m/unlock will provide you with the insights you need to remove barriers, get people on board and identify the right actions.
m/unlock is created by our own behaviour scientists and data scientists, and based on proven scientific methods.

/

By combining m/unlock with quantitative business data, you will get insight into what or on whom to focus, e.g. what customer segment for which a behaviour change will have the most value for the business. m/unlock provides an understanding of how to manage, help or change your selected target group.

m/unlock consists of several individual surveys, each taking 15 minutes to complete. m/unlock is not a licensed product, but a tool you get access to when contracting Mindshift for an assignment.

Each module is described in further detail below.

 

A survey-based tool that uncovers the underlying motivational drivers of your employees or customers.

/

The survey is based on best practice within behaviour psychology and contains 85 statements for respondents to rate. These will reveal what is driving people when confronted with a choice, such as buying a product, using a new tool or applying for a new position.

The survey takes 15 minutes to complete and may be distributed through any online channel. Result reports are readily integrated with Power BI and SharePoint for drill-down analysis and may also be shared on your intranet, if applicable.

The results provide a sound basis for analysis and development of an action plan for your challenge at hand.

A survey-based tool that uncovers your enterprise culture, including employees’ and management’s view and any discrepancies between them. In addition, it comprises a tailored survey of the targets groups’ barriers to execute your specific business change.

The surveys are developed by our experts within behaviour psychology. They will tailor the questionnaire to suit your specific situation. The surveys will uncover cultural and personal challenges you should take into account to succeed with your change initiative.

The survey takes 15 minutes to complete and may be distributed through any online channel. Results reports are readily integrated with Power BI and SharePoint for drill-down analysis and may also be shared on your intranet, if applicable.

The results provide a unique basis for analysis and development of an action plan for your challenge at hand.

Data about the target groups’ actual behaviour and any other business data relevant to your specific situation.

Using our standardized tools, smart software engineering and database skills, our data engineers will source required data from your business systems, without having to build a data platform or putting any load on your IT-department.

Our data analysts provide analyses and insights into your business challenge, which may be shared on your intranet, in Power BI dashboards or in other visualisation tools.

The results may be used stand-alone or complemented by m/unlock Drivers and m/unlock Barriers to provide a complete basis for an action plan for your challenge at hand.
